About Cornwall Housing

Why join us now?

Cornwall Housing is an arms-length management organisation owned by Cornwall Council. We manage and maintain around 10,200 council homes, alongside leasehold homes and other property assets, and our work has a direct impact on communities across Cornwall.

Recent years have seen substantial change. Cornwall Housing has progressed through a significant improvement programme, strengthening safety and compliance, investing in homes and services, and increasing opportunities for residents to influence the services they receive.

Cornwall Council has recently announced a C2 grading from the Regulator of Social Housing following an inspection of its council housing services. Cornwall Housing’s services formed a significant part of the inspection. The outcome marks an important milestone in the improvement journey shared by both organisations.

The inspection recognised effective arrangements to keep residents safe, positive resident engagement and ongoing investment in homes, including work to tackle damp and mould and improve energy efficiency. It also identified areas requiring further improvement, including repairs and complaint handling, performance reporting, understanding residents’ diverse needs, and assurance around tenancy management and anti-social behaviour performance. Work is already underway to address these priorities. The next phase is about embedding progress, delivering services consistently and continuing to improve residents’ experience, with an ambition to achieve the highest regulatory grading of C1. That makes this an important time to join. There is a stronger platform from which to work, alongside clear priorities and real scope for new leaders to influence how services develop. For people who enjoy solving problems, working across boundaries and turning improvement ambitions into practical results, these roles offer the opportunity to make a lasting difference. Our vision, priorities and the culture we are building

Safe homes in strong communities for one and all

Our vision is supported by five improvement themes: Safe Homes, Knowing Our Residents, Right Culture, Solid Basics and Work Smarter.

Together, these are about getting the fundamentals right while continually looking for better ways to deliver: safer and warmer homes, stronger repairs and planned maintenance services, better resident insight, good customer service and more effective use of our resources.

How we want to work

Technical expertise matters, but how people lead at Cornwall Housing matters too. The people who thrive here are those who combine professional credibility with the ability to build trust, navigate different perspectives and take colleagues and stakeholders with them.

  • Customer and resident focused – listening first and using resident insight to shape services.
  • Self-starting – noticing issues, exploring what sits behind them and bringing forward solutions.
  • Collaborative – building relationships before trying to impose change.
  • Pragmatic and adaptable – comfortable operating in an organisation that has made significant progress but where there is still complexity to work through.
  • Commercially and operationally minded – interested in outcomes, value and performance, not process for its own sake.
  • Constructively challenging – willing to question how things are done while understanding the context and organisational guardrails.
  • Improvement focused – motivated by making a tangible difference rather than simply repeating what has worked elsewhere.

There is room to be innovative at Cornwall Housing. The strongest ideas are those developed with a good understanding of residents, colleagues, partners and the wider environment in which we operate.

Working for Cornwall Housing

A role with purpose – and the opportunity to make a visible difference

Working at Cornwall Housing means working on services that matter every day to thousands of residents. These appointments offer the opportunity to influence not only how teams and contracts perform, but how people experience their homes and the services around them.

Cornwall Housing offers hybrid and flexible ways of working, alongside the benefits associated with public-service employment. The package currently includes membership of the Local Government Pension Scheme, annual leave, training and professional development, and employee benefits and wellbeing support.

For both roles, and particularly the Head of Repairs & Maintenance, flexibility needs to sit alongside visible leadership. Cornwall is a large and geographically dispersed county, and building relationships with teams, residents, partners and contractors means spending meaningful time in the places where services are delivered.
